State Address Register data

 

DESCRIPTION OF SERVICE Top of page

 

The SLS maintains data on address objects and borders of administrative areas in the State Address  Register Information System (SAR IS).  The data of SAR IS (both textual and spatial) are available about all the territory of Latvia. The address object is:

  1. city; 
  2. municipality; 
  3. town; 
  4. rural territory; 
  5. village; 
  6. street (including boulevard, avenue, alley, alleyway, gate), square; 
  7. farmstead; 
  8. building for residential, commercial, administrative or public activity, or substantially separated part of it; 
  9. land unit designated for construction; 
  10. group of premises.  

The SLS offers the address point coordonates for buildings in textual form and for point objects (buildings) and segment type objects (street and road midlines) in spatial form.

SAR IS data may be obtained as electronic files (by using CD-ROM or the FTP (File Transfer Protocol) server): 

  • textual data - in the format of Comma Separated Values (CSV);
  • spatial data - in the format of vector data, Microstation Design File (DGN).

 

The SAR IS data may be obtained to the required layer:

Textual data:

  • to street level (contain information about cities, municipalities, towns, rural territories, villages and streets);
  • to the building level and level of land unit designated for construction (contain information about cities, municipalities, towns, rural territories, villages, streets, farmsteads, buildings and land units designated for construction);
  • to the level of group of premises (contain information about cities, municipalities, towns, rural territories, villages, streets, farmsteads, buildings, land units designated for construction and groups of premises);
  • point object coordinates (contain information about geographical coordinates of buildings).

     

Spatial data:

  • coordinates of point objects (buildings) and segment type objects (street and road midlines) in DGN format.
  • borders of administrative areas and territorial units.

  • AW_PILSETA.CSV – contains data about the cities of the Republic of Latvia. See an example here  .

  • AW_CIEMS.CSV – contains data about villages. See an example here  .

  • AW_NLIETA.CSV – contains data about farmsteads, buildings and land units designated for construction. See an example here  .
  • AW_DZIV.CSV – contains data about groups of premises (including appartments). See an example here  .

SERVICE OPTIONS Top of page

  1. The SAR IS data may be reviewed free of charge in the public section of the SLS data publication portal www.kadastrs.lv - you can review the SAR IS data about any address object in the territory of Latvia.  Information on changes of address (historical information) is available also, and you can make a search  according to historical address (for instance, by specifying the district in the address).   2. You can receive the SAR IS data by entering into a respective agreement. Everyone interested may apply for receipt of data by filling in the application form and sending it to the e-mail address jautajumi@vzd.gov.lv .

Regularity of receiving the data:

Regularity of receiving the SAR IS data must be indicated in the application.

  1. Should you require updated SAR IS data once, please indicate the required data level (item 2. and/or 4. on the 2nd page of application form).
  2. Should you require updated SAR IS data on regular basis, you have the following options to do so:
    • by replication – you will receive all SAR IS textual data (the regularity is agreed upon entering into the agreement - fill in item 1 on the 2nd page of application form). Data are transferred from ORACLE to ORACLE;
    • by subscription – data are delivered as per agreement on frequency of delivery and required volume (level), or, if agreed, as per request made by the client. The subscription agreement is entered into for the term of no less than 1 (one) year.

Upon receipt of the application, the SLS will, within two weeks, prepare a draft agreement with respect to reiceipt/delivery of SAR IS data (as specified in the application). 

The draft agreement is mailed to the client for signing, or the client is informed with respect to possibilities of receiving it in person in SLS Customer Service ( „Klientu apkalpošana”), address: 11.novembra krastmala 31, Riga, whichever is specified in the application

The fee for SAR IS data is determined according to the addendum to the Regulation of Cabinet of Ministers No. 147 “Regulation Regarding a Price List of the Paid Services Provided by the State Land Service” (Price List).

The current fees are as follows:
